Flaking paint is the result of a lack of adhesion between current layers of paint and previous coats. This can be caused by previous products loosing their ability to hold together or water damage from leaking roofs or pipes.

New plaster board (Gyprock) is very porous and usually has the joints between the boards flushed and sanded smooth. An undercoat both seals the porosity and creates an even texture that helps hide the flushing joints.
